Apple has always been very much theirs when it comes to offering compatibility with other operating systems, whether mobile or desktop. A few years ago, before the arrival of Windows 10, we were forced to continually install codecs to be able to watch movies or simply videos not compatible with our version of Windows. Fortunately, with the arrival of Windows 10 that is over and you do not need to install practically any codecs to enjoy any video.
In 2016, Apple announced that it was stopping developing QuickTime for Windows. Apparently the company TrendMicro detected a serious security problem in this application for Windows in 2016 and instead of fixing it, it left the application completely abandoned. With the arrival of Windows 10, continuing to maintain a version of QuickTime, whose only function is to play videos, made no sense, since this version of Windows supports all video formats, so there was no point in developing QuickTime .
Thus, if you want to download QuickTime, the latest version available is the one that we can find on the Apple website, a version that is compatible with Windows 7. But that version has the security hole that I mentioned in the previous paragraph, so it makes no sense to install it to put our computer in danger.
If you find yourself having to play content that is only compatible with that format, the best option is to use the VLC player, a free player that is compatible with absolutely all formats on the market.

I am a Windows 10 user and I need to install Quicktime 7.1 or higher to be able to import videos in frames to Photoshop. This program requires me to have Quicktime installed for it. Is it reliable to download it from the link you comment? If not, do you know how I can import the videos in frames without having Quicktime?

The problem is that Apple has not updated that application for several years.
What exactly do you need? Import frames of a specific video, if so, what do you need it for?
There are likely other simpler solutions.
