NetLimiter is a next-generation tool for the control and monitoring of Internet traffic designed for Windows. You can use NetLimiter to set limits on the upload / download transfer rate for applications or even individual connections and monitor their Internet traffic.
Once we have the program installed, the list of programs will appear in the "Name" tab, and a space to the side with assigned values depending on the speed they consume. The term "DL Limit" limits the download speed, and the "UL Limit" tab will limit the upload speed.
